Transparent Hospitals is an independent, free project. In the health system, public money and salaries are debated every day without anyone having the figures on the table — here they are laid out in the open, for everyone. It is part of România Transparentă.
Direct purchases cover Jan 07 – Aug 26: 8,845,119 purchases, 20.65 bn lei. They come from:
SEAP and the Ministry reports overlap in Jan 20 – Dec 22; a purchase present in more than one source is counted once, by its SEAP code, under the source it came from first. 56 purchases reported with values above any legal direct-purchase threshold (in total 7.12 bn lei) are most likely typos and are left out of the totals. Months without data: Jun 25 (on data.gov.ro, the resource “Raport Achizitii directe_2025_06” links to a different file: the April 2025 tender notices). These are only direct purchases (below tender thresholds) — large contracts awarded through procedures are separate and will be added.
Suppliers are linked by tax ID to the Company Registry (trade registry + tax authority), which provides founding date, tax status and county. 37,756 of 39,257 supplier tax IDs are found in the registry; the rest are associations and foundations, public institutions, foreign companies or wrong tax IDs — entities that are not in the trade register.
Unit prices exist for purchases with catalogue detail in SEAP/SICAP (list price, unit of measure, quantity) — 18,228 product lines. The remaining purchases have only a total value.
Salaries come from the salary-transparency lists each hospital publishes on its own website under art. 33 of Law 153/2017. We read them automatically from PDF/Excel; layouts differ between hospitals, so reading errors can occur — please report them. They contain no personal names. So far 97 hospitals, 71,288 positions in each one's latest list (140 lists read from 2017-03-31 – 2026-07-31, 105,133 rows including the older lists, which repeat the same positions).
Not a rating and not an accusation. A young or dominant supplier is a signal to watch, not a conclusion. Official data has errors (wrong tax IDs, mistyped values) that propagate here. For any journalistic use, verify in the primary source — links are on every page.
